Instagram Reels vs paid ads – which is better for a new page with no followers?

Founded my skincare brand 2 months ago. Page has 200 friends, most of her followers. I have attempted to up a Reel, but to be honest I felt like I was wasting my money. My friend stated she employed boostbysocial and acquired lots of engagement no instagram ad interests tag required. Can organic growth, like a service, be sustained or is it a fleeting blip?
